If you are under 25 years of age and have no education, you must apply for at least two study places in the joint application process in the coming spring. If you do not apply for study places, we cannot pay you earnings-related unemployment allowance on the basis of unemployment.
You may have the opportunity to replace applying for a study place with other measures if you have agreed on this in your employment plan with the employment authorities.
If you lose your right to earnings-related daily allowance, you can apply for it again after you have completed education leading to a degree or participated in a service promoting employment for at least 21 calendar weeks. The loss of entitlement does not prevent us from paying you a daily allowance if you participate in an employment promotion service.
The employment authority is responsible for supervising the joint application obligation, imposing and lifting sanctions, and providing advice on the subject. If you need any further advice in these matters, do no hesitate to contact the TE Services.
Joint application obligation and earnings-related daily allowance
If you are a young person without education, i.e. under 25 years of age, and you have not completed post-comprehensive school or upper secondary education leading to a degree or qualification and providing vocational skills, you must apply for at least two study places in the application process for studies starting in the autumn term, for which you meet the admission criteria. The studies can lead to a degree or qualification, provide vocational skills or upper secondary school studies if you have only completed comprehensive school. You cannot fulfil the obligation to apply for training by applying for labour market training.
If you are a young person without education, you are not entitled to unemployment benefit from the start of the autumn term (1st September) if you are without a valid reason

Replacement of the joint application obligation
You can agree with the employment authorities on measures to replace applying for a study place if the reason is your
health
learning difficulties
language skills
specific orientation towards certain studies, or
other similar factors
Performing military or non-military service cannot be a substitute for applying for a study place, unless there is a special reason for doing so.
If you have agreed with the employment authority on an exception to applying for a study place and you neglect the agreement without a valid reason, you will lose your right to unemployment benefit from the moment of negligence.

other similar factors
In the case of discontinuation of studies, it is also required that it has not been possible to organise the studies taking into account the state of health, learning difficulties and language skills.
Restoration of eligibility to unemployment benefit
If you have lost your right to unemployment benefit due to failure to comply with the joint application obligation, you can restore your eligibility if
you have completed education leading to a degree that provides professional skills; or
you have been employed for at least 21 calendar weeks in a job accruing your employment requirement or in a service promoting employment
Even if you have lost your right to unemployment benefit due to neglecting the joint application obligation, it does not prevent you from receiving earnings-related unemployment allowance for the duration of services promoting employment.
